I was born on 24 May 1967 in Quezon City Philippines, my parents are Lorenzo and Gilda Tan. I have 1 brother, and 4 Sisters, I'm the third child from the eldest.
When I was a child, my ambition was to become a commercial aircraft pilot, cause I want to see different places around the world. But during my first three years in secondary school I changed it into fine arts cause my hobby then was to paint pictures (yes, I'm an artist before and now, I'm applying it to my career as a system analyst programmer), but my mother adviced me to be an architect cause an architect earns more income than a fine arts. When I was in fourth year high school at the Ateneo de Zamboanga, I took a computer subject as my elective for vocational subject (and I really love that subject very well). I was doing my own computer game programs using BASIC language and a TRS-80 computer machine.
There were no available computer courses during the time I finished my secondary school , so I decided to take an Architectural course in college at Technological Institute of the Philippines (or TIP) in Quezon City. My parents then are having financial problem, so I promised them that I will find a job in Manila to support myself. Unluckily I failed on that and my parents are unable to support my financial needs while I'm in Manila and they are in Cebu, so I decided to droped the course and went back in Cebu and took an affordable vocational course "Digital and Logical Technician" in Cebu Technical School. After a year, I got my permission from my parents for me to take a four year course Bachelor of Science in Information and Computer Science in Cebu Central Colleges but after three semesters we faced another financial crisis causing me to stop studying. A few months after, my mother saw the STI (or Systems Technology Institute computer training school) ad with a slogan "FIRST WE'LL TEACH YOU THEN WE'LL HIRE YOU" both of us were interested with it and so I decided to enroll and attend classes module by module until finally, before taking the last module my professor revealed to me that STI will not hire anybody but instead we will be the one to look for a job. My parents and I decided not to continue with STI because were very disappointed with STI cause my parents and I really want me to have a job so that I can help my parents for their financial situation.
I went to Manila to look for a job, and luckily I was employed as a stock man in Isetann Department store Coriedo, Manila branch but I did not stay long cause I felt that the job is not fit for me and because of some personal problem with my relatives where I'm staying, I hate them because they always quarelling and fighting with each other there were no peach on that house so I went back in cebu secretly leaving my eldest sister in San Mateo, Rizal and my younger brother with my terror Aunties. A few weeks later, my father was assigned in Manila as a branch supervisor of the company where he was employed since I was a little boy. My mother, my two younger sister, and my youngest brother went ahead in Manila via air bus while me, and my father followed after a week via ship cause I really hate to get back to Manila during that time. We stayed in San Mateo, Rizal (a suburb area in Metro Manila) where my parents acquired a piece of land since 1974. We destroyed the wooden house there and construct a new house made of Hollow blocks and cement. A few months later, I worked as a food server in Dunkin Donuts. A year after (that was 1988), my brother-in-law's friend Alexander Gaisano (a chinese businessman in Cebu and the owner of "Gaisano Main Incorporated") offer me a job as a computer programmer that started my I.T. career.

I'd used COBOL programming language using IBM PC/XT micro computer, IBM System/36 mini computer and IBM AS/400 mini computer. I continued my study in Bachelor of Science in Information and Computer Science at the Cebu Central Colleges. I quit studying after a year cause I found it hard for myself to be a working student and my salary then was not enough to sustain my studying. Year 1989, my sister, my uncle, and I decided to stay in one place but a few months later came a dispute between my uncle and my sister. The two of them always came late at night after office hours and going with their own friends during week-ends leaving me alone and tedious on that house. So I decided to look for my own friends too, so then the three of us where always out of that house. A friend of my wife's friend came to introduce her to me and she fell in love to me, even though I really don't like her, I decided to stay with her rather than to my relatives, cause I felt happy with her. My sister then told my mother about this and they made a plan to separate me with that girl. My mother came to visit us in Cebu and offer me to study in Manila. Since I really want to have a college degree, I resigned in Gaisano and went to Manila with my mother. I enrolled in National College of Business and Arts and took a new course whitch is Bachelor of Science in Computer Management. Two years later during my studies, I heard my father complaining about the expenses of educating my two younger sisters and I saying "I can't afford to pay you this...I can't afford to buy you that... because I got two children studying and Cesar got a high tuition fee". I felt that, I should stop, and let my two younger sisters continue their study. I don't want to be dispute at home doing nothing so I decided to look for a job. During the early 90's most companies used X-BASE language. The most common are: dBASE, Foxbase, and FoxPro. COBOL during that time was very rare only big companies using mainframes and mini computers are using it and their qualification never match in terms of my academic. What I did is to study dBase programming at Data Master Computer Training Center for one month. I found it easy like BASIC language, consequently I got a remarkable grade and that's the beginning of my career as an x-base programmer.
The owner of Data Master offered me a job as an instructor and I grab that opportunity, then after a month I was hired by DATACOM Inc. giving me higher compensation. I worked as a Foxbase, Foxpro and Clipper programmer. I was also given a task to be an instructor for dBase programming. I stayed there for almost two years before I got a job offer from abroad (Kingdom of Saudi Arabia). I worked in Saleh Al-Askar trading and Establishment as a foxpro programmer using IBM-AT 80286 compatible computer and when I've done for about 70% of my program, I was asked to do encoding and present to the management the actual Inventory Reports. They gave me a deadline for it, I worked hard to catch it and concentrate as a data encoder I set aside my pending programs, I handled document, receipts, invoices, etc. feeding them using my program. The deadline came and my egyptian boss was asking for my reports but I got nothing to present. The data in manual process did not match with the output of my program, cause there might be some data not yet coded. My boss and I came into an arguement, and one thing I asked them is to give me an assitant or a data encoder but they oppose on it, so I quit by telling them "I can't handle it". I did not work from that day on, even though they asked me to return back. I buy my own plane ticket and left that country. A co-incident came when I arrive in Ninoy Aquino International Airport, I was surprised when my parents told me that my sister will also arrive from Australia on that same date 14 December 1993. At home, my sister and I, talk about a plan to established our own business a "Software provider" on which we named it "Sys-tech, The Software Specialist". My sister was the one who finance that company and I will be the one to operate it or develop software programs, and sales will be handled by my father. The program I did was an Accounting system. My father failed to market it so the business did not push through. I did not accept any employment job even though there are some companies interested to hire me on that year 1994, instead I concentrated on our business. After a year (that was 1995), I decided to mary my wife, I loosed hope in our business, cause its not earning an income, so I started sending my resume for an employment till I got PRIME Information Management Exponents Corporation (a software company) as a Clipper programmer. A year after (1996) I was promoted as a Systems Analyst Programmer. In 1997, PRIME have acquired a window-based project. Our first plan was to write it in Delphi. We were trained half of the course about Delphi cause the trainer we hired had gone for abroad. A few days later my boss called me out to handle that project using Visual BASIC version 4 although I got no formal training on that, I accept the job. Thru my little knowledge in Delphi about dragging the objects in a window form and by reading the on-line help, I easily learned how to make a program in Visual BASIC. From this stage, it started my career as a Visual BASIC programmer.

PRIME have been affected by the economic crisis hit in the South-East Asia that started in 1997 after the turn-over of Hongkong to mainland China from the British colony. The peso dollar exchange rate went down tremendously and because of this PRIME got the lowest income ever that continued in 1998. I felt that PRIME may shut down because of this low income, so I decided to look for a new employer that is stable during that economic crisis until finally MESCO Incorporated hired me. In October of 1998 PRIME in deed shut down. My first task in MESCO was to debug the Y2K bug on their existing system written in an x-base language RECITAL for UNIX. The second task is to translate the system into Visual BASIC version. The third one is the development of the Human Resource Information System. The second task remain unfinished when I left MESCO. I quit MESCO because I am not satisfied with the policies implemented by the new EDP Manager after that I was jobless for a period of six months until time came that the president of the company MESCO fired that terror EDP Manager. I heard that news from one of my friend in MESCO (the EDP supervisor) and I doubt it was him who made me jobless for six months he gave me a bad record from those companies whom I send my application. My friend Alma took over on his position as an EDP manager in MESCO and then finally I was hired in Pacific Plans Inc. Two months after my contract expired in Pacific Plans I was hired in Devco Philippines Inc. for a permanent position where I learned how to develop an e-commerce application software. I found Devco as an excellent company, and I want to stay there until my retirement but unluckily, that former terror EDP Manager in MESCO came back in Devco as my Senior team leader. Since I like this company, I tried to be friendly at him and work hard, but during the evaluation for my regularization he droped me down in spite of my good performance. The technical and development head officer (a british national named Steven Davis) disagree with the result of the evaluation of my Senior team leader (Mr. Sherwin Turla) made. Mr. Davis really appreciated my work and my knowledge in programming, for him my performance is fine, so he retain me and transfer me from "Visual BASIC team" to "The web team". From this stage, it started my career as a web programmer.
A few weeks later, I ask our technical support staff to fix my Visual Interdev and MSDN, so he took my CPU and brought it to his desk. The next day morning, I got a meeting with my new senior team leader dealing with the next thing to do after I finished my task Viewing of Vessel Information in web using an ACTIVE-X control. When I return to my desk, I saw my CPU there and open it as well as my monitor. I clicked on to Visual Interdev and it works fine but my source code is gone. I feel very angry that day and I send an e-mail message to my team leader saying "I QUIT" then he report this to the management immediately. In the afternoon of that same day, the HR manager came to me asking for my resignation letter but I did not gave her because I changed my mind, I want to stay. The HR manager then insist "If you don't give me your resignation letter we'll be forced to terminate you. and I replied "go ahead". I made that option cause, if they do terminate me, I can file a complain against them in the Department of Labor. So DEVCO management made a mistake, they decided to terminate me, and by that, I push through with my plan, I immediately file a complain against them for "illegal dismisal". DEVCO then paid me for that, I said to them "You should not fired me then but instead, it should be the technical support staff who made my source code deleted I'm just a victim of his negligence". A few months later I was hired by Avon Philippines Inc. under contract with Manpower Outsourcing Services Inc. as a Visual BASIC programmer. I used Lotus Notes Domino object and Excel Object to create a VB program that will generate report from Access to Excel that will be attached later to a program generated lotus notes e-mails to all "Avon Branches, Sales and/or Franchise Managers". It was During this time I assessed my qualification to Australian Computer Society (or ACS). Three months later, I recieved a positive "Suitable to migrate" result from ACS. Few days later, in the middle of January, 2002, I lodge my "Independent Skilled Migration" application to Adelaide Skilled Processing Center (or ASPC). At the end of the month of January, my contract with Avon finally expired. After five months I was hired by Photocircuits Philippines Inc. wherein I concentrated a lot in web development, translating the delphi version of "Customer's Engineering Parts Inquiry module". Three months later, the result from ASPC came out, my family and I were granted a permanent visa in Australia. I immediately filed my resignation in Photocircuits whose effectivity is 30 days from that time on. One week later after that will be the schedule of our flight to Sydney, Australia, for a new life, and a new hope. with the grace of our Lord God, I'm hoping to get a stable job, In His time, and in His own will. On this stage, will be the beginning of my career in a country known as "Down Under"!!!
My family and I has arrived in Australia last 19 November 2002 holding a permanent resident Australian visa for us to live in this country for a new life and new beginning.
